DEVELOPMENT FINANCE AUTHORITY OF SUMMIT COUNTY

Attracting private capital to Northeast Ohio for public good ®

The Development Finance Authority of Summit County (DFA) specializes in community and economic development finance, primarily focused on Northeast Ohio, by assisting others in obtaining capital that might not otherwise be available. In addition to issuing taxable and tax-exempt revenue bonds, DFA works closely with affiliated non-profits: the Akron-Summit County Energy Special Improvement District (ESID) enables DFA to issue PACE bonds; the Development Fund of the Western Reserve (DFWR) allocates New Markets Tax Credits; and the Western Reserve Community Fund (WRCF) provides small business and community-based lending.

 

The Development Finance Authority of Summit County (DFA) offers fixed-rate bonds, conduit bonds (private activity, capital lease, public community development, and Property Assessed Clean Energy (PACE) bonds for projects throughout the state of Ohio.

The Development Fund of the Western Reserve (DFWR), a non-profit Community Development Entity managed by DFA, makes New Markets Tax Credit investments in eligible economically distressed communities throughout an 18-county area of Northeast Ohio.

 
 

The Western Reserve Community Fund (WRCF), a non-profit Community Development Financial Institution (CDFI), supports and furthers community development and job creation. WRCF programs include the Minority Contractor Capital Access Program, the Akron Resiliency Fund, and the Summit County Affordable Housing Trust Fund.

DFA offers Property Assessed Clean Energy financing, which enables property owners to make lighting, roof, HVAC, and window improvements. To use PACE, a community must be part of an Energy Special Improvement District (ESID); DFA, in collaboration with Summit County, is the administrator of the Akron - Summit County ESID.

 

The Development Finance Authority of Summit County (DFA) is seeking a qualified partner for the redesign of our website and three organization one-pagers (DFA, DFWR, and WRCF). This project will improve user experience, reflect our evolving services, and help tell the story of our community impact. 

We’re looking for a firm with experience in nonprofit/public sector communications, a strong design approach, and technical expertise in CMS and integrations. 

RFP Timeline: 

RFP Issued: June 16, 2025 

Proposals Due: July 21, 2025 

Review Period: July 22–26, 2025 

Firm Selected: By July 30, 2025 

Kickoff Meeting: Early August 2025 

Site Completion Target: December 2025
